Planning & Zoning



The Planning & Zoning Division collaborates with developers in building new subdivisions, business owners expanding their businesses, and homeowners making property improvements. The Planning & Zoning function is divided into these primary services:

Long-range Planning Services

The Town of Grand Chute adopted a Comprehensive Land Use Plan in 2000 to guide future development until 2020. All future development is compared to the Plan. Major elements of the Plan are:

  • Land Use Plan
  • Transportation Plan
  • Bike and Pedestrian Trail Plan
  • Official Map

Zoning

The Town of Grand Chute adopted its own Zoning Ordinance in 1990. The current Zoning Code and Zoning Map is on file at Town Hall. As land develops, rezoning the land from Agricultural to a future land use is required. If in a rare case, the strict interpretation of the zoning code would create a hardship, the Zoning Board of Appeals may grant a variance to the Code.

Site Plan Review and Current Planning

The Town of Grand Chute has established guidelines for land uses, storm water drainage, parking lot design, driveway location, building appearance, landscaping, and lighting. The Town Plan Commission reviews development proposals called Site Plans to determine if the proposal will be beneficial to the Town.

Land Divisions

The Town of Grand Chute must approve all the lots that are created in the Town. These lots can be created in two basic ways:

  • Plats
  • Certified Survey maps


Surveyors create and map the lots for the Town's review. In some cases, the Town will require dedications for future streets or street widening. The Town may also require easements for storm water, wetland protection, sewer and water utilities or trails. All lots must comply with the Town Zoning Code and Subdivision Code.

Other Agency permits or approvals

The following is a list of other agencies from which you may need additional permits or approvals. Although other permits or approvals may not be applicable to your project, please use the list as guidance in determining which other permits or approvals may be necessary. A list of other possible permits or approvals includes, but is not limited to:

State of Wisconsin

Department of Commerce - building, HVAC and plumbing plans for commercial buildings
Department of Transportation - access permit, subdivision approval, storm water discharge permit, work in the right-of-way, highway setbacks for non-structural improvements
Department of Natural Resources - wetland or stream work permit, air quality permit, erosion control permit


Outagamie County

Zoning Department - sanitary permit, conditional use permit for wetland, floodplain or shoreline work, airport special exception permit/aviation easement, variance, subdivision approval
Highway Department - access permit, work in right-of-way

Grand Chute


Sanitary District - sewer and water hook - up
Street Department - work in right-of-way

Private Approvals

Utility Companies - electrical easements, natural gas easements, cable TV, telephone

Restrictive Covenants

Subdivision - architectural reviews, limits on accessory buildings, increased setbacks
